DISTRICT VII ALL-STAR EVENT
CYSA- North, the District VII Board of Directors, and District VII Commissioner John Hodgson, cordially invite your leagues All-Star teams to participate in the 1st District VII All- Star League.

ELIGIBILITY All teams considered for acceptance must be made up of recreational players who are registered with and played on teams that were affiliated with a CYSA District 7. During the 2013-14 seasonal year. Leagues when forming their All-Star teams must comply with the following criteria:
1. The teams must be made up of players from league “house” teams, and may not include players who played on competitive teams.
2. The teams must be representative of the league as a whole, and may NOT be an already formed team with a few players added.
3. Players who have competed in D7 San Joaquin Valley Playing League during the current playing season are not eligible to play.
4. It is recommended that players/coaches playing in Founders Cup do not play on the theses due to possible scheduling conflicts.
TEAM ROSTERS PLAYER PASSES
Team rosters and All Star Passes are required. Coaches shall have in their possession throughout the tournament the individual player All Star pass cards (yellow) with photograph attached and a properly signed USYS Membership Form (1601). These shall be made available to an official upon request. Roster size for U12 teams is 18 players.
EIGHT-A-SIDE Boys and Girls U-10 will play eight-a-side with a maximum 15 players on the roster.
GENERAL RULES
This tournament will adhere to the rules set forth by California Youth Soccer Association. However, no protests shall be accepted. Because of tight game schedules, teams shall warm up off the field of play, and be prepared to take the field to begin the game following the completion of the previous game.
LENGTH OF GAMES
The length of all games shall be as follows:
U-10 – 20 minute halves
U-12 - 25 minute halves,
Championship games that end in a tie, two 5-minute overtime periods shall be played. If the game is still tied at the end of the overtime periods, penalty kicks per FIFA shall decide the winner. Any other games that require a winner to advance will be decided by penalty kicks.
HOME TEAM The home team is listed first on the schedule, and must supply the game card and game ball. The Home Team must make the change in the event there is a uniform color conflict. Bibs may also be used.
SUBSTITUTION RULES
Substitutions are allowed:
1. On your team’s throw in
2. On a goal kick by either team
3. After a goal by either team
4. By either team on an injury
5. At the beginning of the second half or overtime period
Yellow Carded Players - May be substituted for a cooling off period.
Red Carded Players or Coaches - Shall be suspended from the field of play for the remainder of the tournament. No substitution for Red Carded player.
SCORING The accumulation of points shall be as follows:
6 points awarded for a win
3 points awarded for a tie
0 points awarded for a loss
1 bonus point awarded for each goal (maximum of 3)
1 bonus point awarded for a shutout (0-0 tie = 4 points)
The total maximum number of points that may be awarded to a team per game is 10.
MERCY RULE: Teams winning by a margin of more than 6 goals will lose 1 point for each goal over the 6 goal margin. For example, if you win by a score of 10 to 2 you will receive only 7 points, not 9 points.
DETERMINATION OF FLIGHT WINNERS
Flight winners in shall be determined on the basis of total point accumulated during preliminary games. In the event of a tie within a flight following the completion of preliminary games, the flight winner or team to advance shall be determined as follows:
1. Head to Head Record
2. Goal Differential (Total of Goals For minus Goals Against to Maximum of 4 per game)
3. Total of Least Goals Allowed
4. Total of Goals Scored (Maximum of 4 per game)
5. Flip of the Coin.
AWARDS Players and coaches on the Championship teams in each designated division will receive individual awards.
ENTRY FEE The entry fee will be $225.00 per team. The entry fee should be paid by league check made out to CYSA-N, DISTRICT VII.
DEADLINE All entry forms and fees must be received by the District Office no later than Monday December 2, 2013 by 11.00am.
TEAMS Leagues should choose their All-Star players by coaching recommendation, open tryout or method approved by the league. Coaches should be selected in accordance with league approved criteria.
UNIFORMS Teams participating in this tournament shall wear T-shirts jerseys in the league’s color as defined on the attached league color assignment sheet. The T-shirt jersey shall have numbers on the back and an All-Star logo on the front. Sweatpants are not allowed but long sleeves underneath the jersey are permitted in same color as t-shirt. Hoods must be tucked inside. Matching socks and shorts are not required.
REFEREES Each participating league should offer referees to the hosting leagues and who will be available to referee games both days at any age group. The host leagues will contact referees from the pool, directly with their game assignments.
